WORLD SHOOT XVI
Rhodes, Greece
-------------- After 800,000 rounds, a lot of fun and much hard work, the Mediterranean sun has set on World Shoot XVI. It was certainly a Greek adventure not without its challenges but, at the end of the day, it will surely go down as one of the most technically challenging IPSC World Shoots of all time.

Kudos to the Hellenic Shooting Federation Director, Alexandros Dimakakos, IPSC Greece Regional Director and Match Director, Ioannis (John) Anastasiou, Range Masters Juergen Tegge and Christos Mantzaridis, and IPSC General Secretary Alain Joly, along with a hard-core and committed team of match officials. They made it happen.

The days were long and the weather pretty much cooperated except for the last day of rain which meant we needed to change the location of the Awards Ceremonies at the last minute.

All IPSC matches must deal with challenges, but a World Shoot is always the most challenging of all. With over 1,200 competitors to process, and only so much daylight, the pace was inevitably hectic and the pressure high for all participants.

Nevertheless, everyone rises to such challenges and the word 'impossible' is never heard. The Hellenic Shooting Federation can proudly say, "We did it!"

LIFETIME ACHIEVEMENT AWARDS

"The Lifetime Achievement Award is given to individuals who have made a significant contribution to the furtherance of IPSC excellence through their passionate and enduring dedication as an outstanding competitor, official, or administrator."

This year, the short list came down to two truly outstanding candidates so IPSC decided to honor them both.

Both candidate competitors have unquestionably dominated IPSC for decades. True champions are not those who merely win the greatest number of competitions. True champions are those who conduct themselves with dignity, with integrity and with the highest of level sportsmanship both on and off the range.

These two gentlemen have combined seven World Titles, over 40 National Titles, and countless other championships far too numerous to mention.

We salute the Lifetime Achievement Award recipients, Mr. Rob Leatham and Mr. Jerry Miculek.

GENERAL ASSEMBLY

It can reasonably be said that the 2011 General Assembly was one of the most significant assemblies in years (the minutes are
available on-line).

I would like to thank the Regional Directors for the vote of confidence they placed in me during the election and also for their 'due diligence' in deliberating over fifty General Assembly motions. All of us together keep IPSC moving forward!

We have received the following message from Damian regarding the loss of the ipsc-matches.net online sign up. We are currently working on a replacement system but for the time being when you are looking to sign up for matches please consult the
IPSC Ontario calendar for dates and contact the club reps listed in the Sitrep masthead or on the "Clubs" link on the IPSC Ontario website.
Dear Fellow IPSC shooters:

It has been my pleasure to develop and maintain the online match signup for everyone for several years. I've heard a lot of great feedback from everyone, every last bit fully appreciated.

The hosting service I am/have been using (vex.net) has experienced some serious troubles in the very recent past, and I suspect the end of ipsc-matches.net is upon us. None of my websites are online, THEY are not online, emails sent to their support email address bounce back... I seem to have no way to reach them. Unfortunately this means that I don't even have a copy of the code for our website, even if I was to try and re-host it somewhere else, I DON'T HAVE THE PROGRAM!

I waited for few/several days, to see if they would come back online, if there would be some messages from them, but nothing.

I am forced to conclude that they are permanently offline, and, unfortunately, this means that so is ipsc-matches.net...

This is definitely NOT how I wanted to end the website (or end it at all), but this is what was forced onto me (and thus onto you too).

So, as much as I hate saying this, the match organizers will need to find an alternate match signup mechanism. I know there are other IPSC Ont members who are very computer savy, maybe they can quickly put something similar (or better) in place. I, at this point in my life, no longer have the time to dedicate to such an exercise...

I finally managed to get a hold of the hosting service...

The reason they vanished for few days was that they used this opportunity to move to a better, more secure/stable environment, which will be good for me/us.

They assured me they are very much in business, and are in the process of getting everything back up and running. There is no eta, but they are aiming for "couple/few" days...

So, if you guys can find alternate means of scheduling for the immediately upcoming matches, we WILL be coming back online, hopefully within a week!

I sincerely apologize for this, and I will explore other options for hosting once we're back up and running.

The IPSC Rules Committee was re-established by the President at the end of March 2010 for the purpose of preparing updated rulebooks, including a combined rulebook, for Handgun, Rifle, Shotgun and Grand Tournaments ready for inclusion in the Final Agenda of the 2011 IPSC Assembly.

The Committee submitted an early draft to IPSC that was reviewed by IPSC President's Council members during 3 days of meetings in January 2011. The President's Council feedback was processed and a revised draft submitted to IPSC which was reviewed by the IPSC President during meetings in March. Subsequent revisions have resulted in the latest draft proposals.

You will notice that the proposals are quite extensive and include suggestions from the IPSC President, members of the IPSC Executive and President's Councils, Regional Directors and members of the IPSC Rules Committee. The majority are a result of minor improvements, or amendments required to facilitate the preparation of a combined rulebook.

The proposals contain a number of debateable items e.g. the deletion of Modified Division in both Handgun and Shotgun. All such items will be placed on the Final Agenda of the forthcoming IPSC Assembly as separate motions.

The Committee welcomes any comments or suggestions from you concerning the proposals and I would be grateful to receive any feedback from you within the next 30 days.

All responses will be studied and processed, so that the final version of the draft Rules can be submitted to the IPSC President by the end of June.

IPSCWorld MAGAZINE
"Houston, we have lift-off"

I am excited to announce the launch of the IPSCWorld magazine. This free quarterly IPSC magazine will be available to shooters everywhere around the world and they, in turn, can send it to their shooting friends and family.

A lot of people have worked very hard putting this first issue together but none harder than our Media and Communications Director, Mr. Marco Hernandez. Here are a few words from Marco.

Dear Regional Directors,

"It is with great pleasure that I present to you IPSCWorld, our very first digital publication targeted to shooters and the general public. As the result of a team work led by our President, Mr. Nick Alexakos we created this magazine with the sole intention to keep our athletes informed and proud to be members of IPSC.

Sections like 'Grand Master' and 'Best of the Best' showcase outstanding shooters and officials; we have also included a nice segment called 'On The Range' were all shooters around the world can submit their answers to different questions.

I sincerely hope you enjoy your magazine as much as I enjoyed working on it. I would like to thank the invaluable collaboration provided by Mr. Alain Joly, Mr. Vince Pinto and all the contributing editors and photographers.

With Regard to Hi-Cap Magazines

In light of the CSSA's recent newsletter where they have suggested that it is legal to load larger caliber magazines with smaller calibers and achieve greater than 10 round capacity legally, (i.e. They say that if you put 12 rounds of 9mm in a 40 cal magazine, it's legal to then shoot that mag out of a 9mm gun) we should remind our competitors that our exemption from the rules book very specifically states that no more than 10 rounds can be loaded in our magazines in all divisions.

In other words, it's status quo in IPSC matches - fire that 12th round without a reload and you're facing a DQ.

TO ALL IPSC ONTARIO OFFICIALS

The second edition rulebook took us all by surprise. Considering that we have nearly 2000 rulebooks out in the region, for officials and courses, we are not going to produce a new version at this time. There are only four sections effected:

  1. Rule 4.2.1 (revised)
  2. Appendix B3 (new)
  3. Appendix D2 (Point 19 revised)
  4. Appendix D4 (Points 8, 9, 19.2, 20.1 revised)

So we are going to run with the existing rule books for now.

All of the sections purchased rule books for distribution. It did not make sense for NROI to send out additional rulebooks. Since NROI no longer collects any fees, I let the sections send out the rule books as required.
